NATO
The North Atlantic Treaty Organization is a multinational military alliance headquartered in Brussels, Belgium. It was formed in 1949 as a counter to the Soviet Union, though (to the surprise of some political analysts) it remained in existence despite the end of the Cold War.

Following the Decepticon conquest of the United States of America, NATO tried both communications and conventional military force against the Decepticons, to no avail; cities like Paris came under attack as well. The crisis caused Russia to join NATO (pushing for weeks for a nuclear assault on America) and France to rejoin the integrated military command; its headquarters in Belgium seemed to cease existing, with NATO operations being commanded from the Palais Bourbon in Paris. Eventually, a nuclear assault was ordered, with fleets in the Bay of Biscay and Newfoundland preparing to attack... when the Decepticons whacked them first. Ten minutes of combat saw NATO losses of 11,506 before the Decepticons finished their victory by obliterating the Palais Bourbon and everyone in it. Twilight's Last Gleaming, Part: 2
Despite this loss, NATO remained active and in better shape than the United States military. Tank regiments were sent into post-occupation America, and NATO assumed operational command of anti-Transformers action on American soil. While command is held by Supreme Allied Commander Europe (SACEUR) in, yes, Europe, the Allied Command Transformations in Norfolk, Virginia is still operational (possibly rebuilt after the occupation). The NATO forces can operate without US government sanction, though the government can call ACT (who then called SACEUR) to request that operations cease. Via mind control, Starscream steered the NATO forces outside Savannah into attacking the Autobots. NATO's tank regiments did quite a bit of damage, even knocking Strongarm offline, before the mind control was severed. Aftermath Part 1 Aftermath Part 2
The Decepticons later seized six hundred square miles of Georgia as their territory, destroying the tank and air units that tried to stop them. Return to Cybertron: Part 4 These may not have been NATO forces though, as solely American forces were seen in later issues... including the Decepticon re-conquest Revolution Part 2, so they may have been deliberately pushed into leaving American soil...
