The "Admiral" is an alien from the Generation 1 continuity family.

The Ilxian known as the "Admiral" isn't really an admiral, just a scientist with a big ego. He bestowed the title upon himself after he was stranded on an uninhabited planet years ago, and his actual name is unknown. Since the crash, Admiral has worked long and hard to repair his wrecked starship and return to space by any means, and he has no empathy for those who get hurt in the process.

IDW comics continuity

The Admiral was a crew member on an Ilxian Class V Tantiv-Nas starship that crashed on LV-118, killing everyone on board except for him and two lowly workers named Codder and Garnak, who were in his laboratory at the time. Following the disaster, he began to repair the ship, rebuilding it from whatever scraps he and his underlings could find on the planet, including parts from another crashed vessel belonging to the strange "Jangle Man". While the Admiral managed to fully repair the structure of his ship this way, it lacked a power source. In his attempts to create one, he went through scientific experiments which damaged LV-118's atmosphere, causing methane rain to fall from the sky regularly.

Three "solar years" after the crash, Codder and Garnak brought the Admiral a robot who had fallen from space. This robot, named Rodimus, had a seemingly infinite power source embedded in his chest, which the Admiral saw as his ticket off the planet. However, he made the poor decision of letting it slip that Rodimus might not survive the process of tapping his energy, causing him to fight back and escape. The Admiral sent Codder and Garnak to recover him.

Garnak eventually returned with an incapacitated Rodimus, but wouldn't bring him into the ship out of fear that he had a bomb installed within him, requiring the Admiral and Codder to come out in person. In actuality, Rodimus had convinced Garnak and the Jangle Man to help him steal the ship, and the two walked right into a trap. The Jangle Man attracted a Chaosteros to attack them, distracting them while Rodimus powered up their ship and left LV-118.

Both Garnak and the Jangle Man knew that the Admiral's energy rifles were enough to defeat a Chaosteros, and believed that he and Codder would survive the attack. Space Opera Part 1: The Stars My Destination
