The "Scrambling Neon Decepticon" is a Transformer, sometimes a Decepticon. He's buddies with a tin can that looks kinda like the Brain. The exact nature of their relationship cannot be speculated to.

He appears to transform into a land vehicle.

The "Scrambling Neon Decepticon" was part of the Decepticon force occupying Cybertron in the year 2006. When Unicron attacked his planet this valiant Decepticon followed Shockwave's orders to "Scramble!" and rushed to man the defenses. The Transformers: The Movie

His fate after the Autobot liberation of Cybertron is unknown.
