After Madison was told by the United States government that the weapons project was being shut down, Colonel Leech informed him that their spies in the Pentagon had discovered that William Fowler was running a rival department based in Jasper, Nevada which appeared to have stolen the robotic battle suit designs from Madison's department. When Madison set a trap for the usurpers on the Deep Driller oil platform, Leech piloted one of the department's battle suits in combat against the rival department's suits, only for them to discover that the enemy battle suits were actually real robots.
