Herbert Clark Hoover was the 31st President of theUnited States of America. Two strange objects had been found, and he was the man that had to figure out what to do with them.

In 1902, while investigating the "Mega-Man" that had been found in 1897 by Archibald Witwicky, government agents discovered the AllSpark. Herbert and his wife Lou were called in to investigate by the government. They determined that the cube needed to be excavated. A decade later, Hoover got the river to be diverted. After a slight distraction caused by Jetfire, Hoover ran for President. After winning the election, he orchestrated the construction of the Hoover Dam to hide the AllSpark along with Megatron, and also allow scientists to study them.
