During the investigation into the murders of Senators Sherma and Momus, Flatfoot publically announced that they had been killed by two pro-functionist agitants who were themselves killed while trying to escape an I.M.D. investigation. This annoyed Prowl and Tumbler, the officers conducting the investigation, as Prowl had made it explicit his had only been a "pre-lim-in-ary" report.
