During the investigation into the murders of Senators Sherma and Momus, Flatfoot publicly announced that they had been killed by two pro-functionist agitants who were themselves killed while trying to escape I.M.D. officers. This annoyed Prowl and Tumbler, the officers conducting the investigation, as Prowl had made it explicit his report had only been "pre-lim-in-ary".
