Tōru Ōkawa (大川 透 Ōkawa Tōru) is a Japanese voice actor born February 28, 1968, in Kagoshima. He currently works for the talent agency Mausu Promotion, and some of his more notable roles include Roy Mustang in the first Fullmetal Alchemist anime, Nyx in Neo Angelique Abyss, Saitō in Ghost in the Shell: Stand Alone Complex, and Death Scythe in Soul Eater.

In the world of dubbing, he has played Coach McGuirk in Home Movies, the March Hare in Tim Burton's Alice in Wonderland, Edward Malus (Nicholas Cage) in the 2006 remake of The Wicker Man, Parker (Yaphet Koto) in the Director's Cut of Alien, Oscar the Grouch in The Adventures of Elmo in Grouchland, Elim Garak (Andrew Robinson) in Star Trek: Deep Space Nine, Ra's Al Ghul (Ken Watanabe) in the DVD dub of Batman Begins, the Ventriloquist and Scarface in The Batman, Iago in Disney's House of Mouse, and Aquaman in Superman: The Animated Series.
