Hōchū Ōtsuka (大塚芳忠 Ōtsuka Hōchū) is a veteran voice actor born May 19, 1954, in Okayama, Japan. On Transformers he was credited as Yoshitada Ōtsuka (大塚芳忠 Ōtsuka Yoshitada), his real name.

In the world of anime and video games, he may be best known as the voice of Jiraya in Naruto, Chibodee Crocket in Mobile Fighter G Gundam, Yazan Gable in Mobile Suit Zeta Gundam and Mobile Suit ZZ Gundam, Melan Blue in Brigadoon, The Little Demon in Soul Eater, George Miyagusuku on Blood+, Beck Gold in Big O, Hades and the Chariot Master in Kid Icarus: Uprising, Mark Schneider in Tiger & Bunny: The Rising, Tubalcain Alhambra in Hellsing Ultimate, Koga on Pokemon, Vladimir Alexandrovich Zadornov in Metal Gear Solid: Peace Walker, and Xigbar/Braig in the Kingdom Hearts series.

In the world of dubbing, he has voiced Flint in G.I.   • Although Ōtsuka played Flint in the Japanese dub of the G.I. Joe cartoon, he did not voice the character for his brief cameo in the Transformers episode "The Killing Jar". There, Flint was voiced by Takurō Kitagawa.
