The Rotor Force is a cross-factional sub-group of Transformers, so called because of their powerful firing rotor-weapon assemblies.

Generation 2 comic

The entire Rotor Force was built on the Decepticon Warworld by Bludgeon alongside the Laser Rods, as part of a new generation of warriors. Their first known mission was a raid on the rheanimum mines of Tykos, where they sliced and diced their way through the robotic factory guards. And then they stopped fighting to reattach their rotors, before running to catch up with everyone. New Dawn

The Rotor Force soon found themselves, along with the rest of Megatron's troops, allied with the Autobots against the Cybertronian Empire. Escalation! As the alliance continued, Manta Ray and Leadfoot showed themselves to be quite comfortable working with the Autobots, to Razorclaw's displeasure. Total War! The two eventually considered themselves to be Autobots, to the point that Leadfoot had to save Manta Ray from a vengeful Razorclaw during the final assault of the Swarm. A Rage in Heaven!

Fleetway Generation 2 comic

Ransack was part of Bludgeon's crew in the attack meant to draw out Optimus Prime to steal the Creation Matrix... the Matrix which Bludgeon needed to bring his new troops to life. Ransack being among those new troops. Whoops. War Without End

IDW Generation 1 continuity

Leadfoot was helping to guard the corpse of Thunderwing on Cybertron, when Galvatron showed up. He died. Spotlight: Galvatron

Manta Ray was helping to guard the damaged penitentiary at Garrus-9, when Nemesis Prime showed up. He died. Spotlight: Doubledealer

Ransack may have been incarcerated at Garrus-9 at the time, seeing as the other Ransack was seen normal elsewhere. Spotlight: Arcee After the war ended, he joined up with Gutcruncher's engex bootlegging operation. He died. Forever Is a Long Time Coming

The Rotor Force toys were among the very first new molds in the Generation 2 toy line. Though fairly limited in articulation, they introduced several new alternate modes to the Transformers toyline, such as a twin-pontoon speed boat and a World War II-era fighter plane.
Each toy has a wind-up "engine" that, when activated, spins the detachable "rotor" disc at high speeds, sending the disc flying to some pretty impressive heights. Perfect for giving the cats something to chase. The engine assembly is fairly large, dominating the vehicle mode in most cases and being a bit unwieldy for the robot to handle.
