When General Renegar convinced the President of the United States to launch a nuclear strike on Cobra Island, Captain Exley was contacted to go through with the attack. After being given the O.K. on launching a nuclear missile, Captain Exley double-checked the order several times over before finally turning to Mr. Mitchell, and telling him to launch the strike on the Caribbean island.
