Flatfoot is an Autobot-allied Mini-Con from the Armada portion of the Unicron Trilogy continuity family (via the 2008 Universe toyline).
It's da fuzz! Cheese it!

Flatfoot is a member of the Safeguard Team.

Universe Flatfoot is a redeco of Classics Strongarm, transforming into a police car based on a 2006 Dodge Charger (but with the proportions messed up). He has a pair of "Powerlinx" sockets on the underside of his car mode, allowing him to attach to larger toys with compatible Powerlinx plugs.
This is the only Mini-Con mold with Powerlinx sockets that are accessible only in robot mode by design: the sockets on the outside of his lower legs end up folded against his thighs inside his car mode. However, he still has other sockets that remain accessible in both modes.
He was originally only available as part of a Kmart exclusive Mini-Con 12-pack, along with Backstop, Blight, Brimstone, Bodyblock, Boltflash, Cloudraker, Heavytread, Knockdown, Makeshift, Skyhammer, and Suppressor.
This mold was also used to make Cybertron Strongarm, Detectas, Rad Rogue, Universe Overcharge, and Mighty Stra.

In the UK, all twelve Mini-Cons from the original "Mini-Con Class 12 Pack" set were released in individual blind-packed bags with "energon fizzy jellies" candies, distributed by The Little Factory Ltd.
This version of Flatfoot is actually a new tooling with numerous tiny differences from the original, but is functionally the same toy. These changes include a thicker Mini-Con sigil print, altered production stamping (removing "Hasbro China" and "Takara" from them in favor of just "Hasbro"), smaller pin-heads on the steel connector pins, and generally less crisp molding.
