Following the end of the Masterforce War on Earth and the Master Wars in space, the Decepticons, now reorganized under the command of their new Emperor of Destruction Deathsaurus, began attacking planets all across the universe, seeking a world they could claim as their own. In retaliation, the Autobots joined with many other sentient races from different worlds, including Humanity, to found the Universal Peace Alliance (宇宙平和連合 Uchū Heiwa Rengō), a united front against the evil of the Decepticons.

The military arm of the Universal Peace Alliance is the Universal Defense Force (宇宙防衛軍 Uchū Bōei Gun), an army composed (by all appearances) primarily of Autobot warriors. The Supreme Commander of the Autobots is the de facto head of the Defense Force; shortly before the rise to power of Deathsaurus, the legendary Autobot swordsman Star Saber was promoted to the position. Headquartered on the planet Victory, the Defense Force is composed of smaller units stationed in different sectors of the universe to provide optimum protection against Decepticon attacks. Only two sectors have been specifically identified: Sector One has its headquarters in Earth's Solar System, while Sector Two's unit is headquartered in G Nebula 89. The Vega Sector also appears to be part of the Alliance.

The Alliance's beginnings dated back to the Galactic Olympics of 2010. LG45 Targetmaster Hot Rod In 2021, Spike Witwicky, chairman of the Universal Peace Alliance, was replaced by an impostor working for the Concurrence, who sought to use the Alliance to control the universe. As part of their plan, they sent Alliance agent Shaoshao Li to retrieve the mutant Targetmasters for them, Mutant Targetmaster Birth Chapter and had the legendary hero Star Saber imprisoned on false charges. When Deathsaurus began focusing his attentions on Earth in the year 2025, the Sector One force was under the leadership of the Brainmaster Blacker. The increase in Decepticon activity in the area prompted Star Saber to take control of the unit himself, The Brave Hero of the Universe - Star Saber at which point the team moved its base of operations from the Galaxy Base space station to the Shuttle Base on Earth's surface. Dinoking Nonetheless, Star Saber was still beholden to his responsibilities as the head of the Defense Force and the Autobots' representative in the Peace Alliance, occasionally having to leave his men to attend meetings on Planet Victory. At the time of Deathsaurus's initial attack on Earth, the Second Army commander, God Ginrai, left his team for a time to aid Blacker's forces in Sector One. Once Star Saber was confirmed to be taking over, Ginrai returned to his teammates, The Brave Hero of the Universe - Star Saber and they then had most of their time occupied battling the Decepticon forces under the leadership of Overlord. In fact, Ginrai's squad was kept so busy with this task that Star Saber's unit occasionally had to travel to Sector Two to help out with crises there, including the Breastforce's attacks on the planet Micro. Planet Micro - The Mysterious Warrior Ginrai later returned the favor by journeying to Earth to help Star Saber in battle against Deathsaurus, A Deadly Battle but when he was fatally injured and rebuilt as the unstable Victory Leo, he was deemed unfit for leadership and was succeeded as head of the Sector Two Defense Force by Greatshot.   • For the longest time, the names of both the Universal Peace Alliance and the Universal Defense Force were mistranslated as "Galactic Peace Alliance" and "Galactic Defense Force", respectively. The Japanese word used for both is uchū (宇宙), which means "universe", "space", "cosmos", etc., while the word for "galaxy" is instead ginga (銀河). As we note elsewhere, galaxy ≠ universe.
