Lieutenant McMillan detained the Witwicky brothers when he caught them joyriding within the restricted area around Burpleson Air Force Base. However, this proved to be a ploy by Rodimus and the Autobots to gain access to the base.

He likely escaped from the base when Heatwave ordered an evacuation and turned the primary GODS on the base. Eye in the Sky
