Papika is an alien jungle girl from the Headmasters cartoon portion of the Generation 1 continuity family.
What animal did she kill and skin to GET that outfit? A Muppet?

Papika (パピカ) lives on planet Paradise and is the daughter of Polonus, the leader of her tribe there. Skilled in combat, specifically with knives, she can also command and ride the native beasts into battle. She seems to prefer soaring through the air on her absolutely gigantic raven.

Despite the window and the wind, Highbrow and Papika have a good conversation from this distance.

The Decepticons besieged the planet Paradise, intent on converting its natural resources into energy. Half of her people killed, women and children included, Papika was relieved to discover that Raiden and Highbrow, who arrived shortly thereafter, were not members of the Decepticons. After telling her story to Highbrow and introducing the Autobots to her father and her people, she met Daniel Witwicky and Wheelie, the former of whom nurtured a crush. Wheelie was jealous. Wheelie bragged about his ability to transform, insisting upon his superiority, but Papika countered with her ability to travel on the backs of animals. Wheelie was not impressed.

Meanwhile, Highbrow was abducted by Mindwipe, and the Decepticons chained him in front of a waterfall. The Autobots and Papika came to his rescue, and Papika swooped down instantly to try to cut his chains with her knife. After this attempt failed, Highbrow used the last vestiges of his energy to disengage from his Transtector and unite with his fellow Headmasters in Head Formation. This powered him up and allowed him to break free, so that the Autobots could together force the Decepticons off the planet.

As the Autobots said their goodbyes, Papika and her father vowed to rebuild their planet better than it was before. Head Formation of Friendship

Papika was one of the many women brought to the Legends World by Tigatron using the ultra-drill in an attempt to get women who liked him better than Springer. It did not work out, as all of the women brought over eventually swooned over Springer. LG19 Springer

Papika was summoned into the Legends World a second time when Chromedome sought a way to wrest Highbrow away from his obsessive research, but not even her, uh, impromptu striptease was enough to lure him out of his room. When Weirdwolf showed up, Papika tore her clothes and pretended that the Decepticon had attacked her, which finally prompted Highbrow to come to her rescue and defeat the Decepticon... only to leave again without saying a word to her. To her annoyance, he then went straight back to his research afterwards. LG33 Highbrow Papika stuck around the Legends World, accompanying Highbrow to a showing of Transformers: Convobat Amazon Showdown LG-EX Convobat and partying with him at the Dancitron. Papika was among the citizens eaten by Trypticon and used as a living battery, LG43 Trypticon and had her clothes destroyed by Blowpipe's plasma energy rampage. LG49 Targetmaster Triggerhappy She lost her outfit again when White Leo tried to transform Neo Akihabara City into a jungle populated by Beastformers, and while she didn't really mind since wearing leaves was common on Paradise, "Ape Papika" did take offense to being called an "ape-type beast". LG51 Targetmaster Doublecross Papika was later hanging out with Highbrow while he was doing science with Perceptor LG56 Perceptor and also observed their attempts in restoring the Targetmasters.
