Policeman Pete is a Go-Bot from the 1-2-3 Transformers portion of the Go-Bots continuity family.
Don't worry, the baton is Nerf... wrapped around solid titanium.

Policeman Pete is... well... a policeman of some sort.

Released in the first wave of "Mega" class Tonka 1-2-3 Transformers toys, Policeman Pete transforms into a police SUV with huge wheels. He features a badge-shaped button on his chest/hood to activate his electronic sound gimmicks. Pete is equipped with a shield bearing his own name, and a baton, both of which can peg into the holes in the tops of his fists, the holes in the front of his first, or on his back end in vehicle mode.
This same mold was used for Fire Marshal Mike in the United States, and slightly recolored for its release in Japan as Rescue Hero Go-Bots "Pete".
