Cobra Commander proposes a deal with the visibly damaged Megatron, which the Decepticon takes as an affront and attacks the Silent Castle and its occupants in response. He also doesn't take kindly to having wasted his time and energies flying from Canada under the impression that the transforming castle was another Decepticon. Cobra Commander and his lieutenants flee inside the castle to figure out a better offer while Slice and a Medi-Viper attend to Scarlett's grievous stab wound. Figuring he wants to find out Scarlett's true agenda, he takes her to the safety of the operating room, to Scarlett's bemusement.
Megatron transforms into gun mode to create a smaller target and concentrate his energies into firepower. One shot barely misses Doctor Biggles-Jones, who realizes that the firepower is of alien technology, but is unimpressed and brings out her rail gun to deal with the robot. The resulting projectile manages to rip through Megatron's chassis, which baffles the Decepticon with its technological advancement beyond his knowledge of human civilization. He reaches for the weapon and is about to crush Biggles-Jones, considering her an irrelevant gnat till Cobra Commander warns him that she created the railgun and still needs to work out the kinks. Megatron acquiesces to a deal: a refurbishment for himself including the rail gun in exchange for technology aboard the Ark.
On the [[wikipedia:{{#if:|:}}Lockheed C-130 Hercules|{{#if:C-130|C-130|Lockheed C-130 Hercules}}]] above the Atlantic Ocean, Destro attempts to comfort Snake-Eyes in his decision to stab Scarlett, but, as Storm Shadow explains, Snake-Eyes resents Destro for making him come in the first place.
Back in Trans-Carpathia, Megatron has helpfully given Cobra all of the schematics and data needed for his new body. Zarana suggests to Cobra Commander that they just disassemble Megatron while he's vulnerable, but the Commander refuses, noting his desire for the Ark technology. Meanwhile, in the medical facilities, the Medi-Viper notes the astonishing lack of damage to Scarlett's body from the stab, which just increases Slice's suspicion.
The C-130 finally arrives at its destination, Cobra Island in the Gulf of Mexico. There, G.I. Joe, Destro, and the Baroness meet up with Zartan and the assembled group discuss the status of Doctor Mindbender and his technology left behind on the island. Zartan speculates that the mad doctor has left behind a means of reviving himself...
At the Silent Castle, Megatron tries out his new body, easily taking down several HISS tanks. After transforming into robot mode, he commends Cobra's work, and notes that his senses can detect even the Commander's secret experiment in the basement—an inert Doctor Mindbender who has just begun breathing...
The cover title of the series for this issue is G.I. Joe Starring Snake-Eyes and Transformers: Generation 2. However, the title in the indicia (and hence the legal title) is G.I. Joe A Real American Hero.
Megatron's portrayal in this issue has him as one of the most robotic Transformers ever. He speaks almost entirely in terms of sensors and analyses; he gives his own systems many verbal commands during battle ("Reconfigure!" "Damage control activated!"); and he demonstrates far-reaching sensor acuity, giving the chemical and biological details of Dr. Mindbender's revival several floors below, and tracking a weapon's projectile into orbit.
