The sonic destabiliser is an experimental Decepticon weapon designed to forcibly sever a powerlinx between a Mini-Con and a Bulk.

When the Destruction Mini-Con Team powerlinxed with Cyclonus, they took control of his body and used him to attack the other Decepticons. In response to this threat, Starscream fetched the sonic destabiliser and successfully removed the pests from their host. Dawn of Destruction!

Wings Universe

The Sonic Destabilizer came about when Tornado hoped that Ferak could create some sort of device to dampen the sound of fellow Star Seekers racing about in the halls of the Tidal Wave, and made a request for such a device. Unfortunately, Ferak misheard the smaller 'bot, and created the Sonic Destabilizer instead. Ferak had difficulty in getting the weapon to work in the way he wanted, however. Nonetheless, it was effective against organics, as Ferak proved when he rescued Tornado from a group of Ventaxians during one of the Star Seekers' raids. Tornado - Decepticon Saboteur
