Actually, that was Section 19, Subsection 80, Paragraph 4 of the Tyrest Accord. The following paragraph's number was rendered in Ultra Magnus' dialogue as 19 (80) 5; and the Legislators' "dialogue" always spells it out as Nineteen Eighty-Four.
