The Treaty of Prysmos is an interstellar law to which applies to both at least the humans and the Shi-Lai. Presumably it was signed on Prysmos.

[edit]Having uncovered evidence of Shi-Lai violations of the treaty, CTCF Captain Una tried to return to Earth with data, only for her ship The Problem of Infinities to be assaulted by Shi-Lai warships. Fortunately, the Cybertronian ship Rusty Mace intervened. The Inexorable March
