[[Diego Garcia]], the home base for [[NEST]], is infested with red crabs. They are everywhere and get into everything—laundry, sleeping quarters, toilets. A Decepticon that took on the form of one of these creatures could move around at will with little chance of being noticed. That is exactly what the crab spy did. His mission was to gather information. He did not have anything specific in mind. Anything that was important enough to protect with guards would do.
