Established after the Battle of Chicago, Cemetery Wind was, in theory, supposed to hunt down the remaining Decepticons on Earth. However, unknown to higher-ups in the government, they actually hunted down both Autobot and Decepticon indiscriminately, and were secretly working with the unaffiliated bounty hunter [[Lockdown (ROTF)|Lockdown]], who had his own agenda of hunting down the Autobot leader Optimus Prime. That its members were made up of those who seemingly lost friends and family to Transformer attacks probably did not help.
