Charlie Chopper has two accessories, a rescue shield and a life preserver ring.
The main gimmicks of the 1-2-3 Transformers line are simplistic transformations and electronic sounds (and lights, in the case of Rescue Roy). 
By pushing down on a button on the robot's chest/helicopter's cockpit, Charlie Chopper can say a combination of random 2-part phrases while in robot mode.  For example:
:"Leapin' lifters, you're a great wingman!"
:"Leapin' lifters, let's go to chopper mode!"
:"Twistin' turbines, let's go to chopper mode!", etc.
A separate set of fixed (non-random) sound effects and phrases are used while in chopper mode, in this order:
:"Thwup-thwup-thwup" (generic helicopter sounds)
:"Let's go to robot mode!"
:"Chief, we're ready for airlift, over."
:"Ten-four, buddy.  We got the sky covered!  Over."
In 2002, a repaint of Charlier Chopper named Airlift Andy was released.
In 2003, Charlie Chopper was slightly redecoed and released as part of the Japanese "Rescue Hero Go-Bots" line, as Chopper.
