:"スチールシティ" reads "su-chii-ru-shi-ti", or "Steel City". There is no room for preference or adjustment. Katakana doesn't work that way. It's rendering the English words "steel" and "city" into the Japanese sound structure. If it had used words like 鋼 ("hagane", Japanese for "steel") or 都会 ("tokai", Japanese for "city") there might be a case. But even then, we'd include the Japanese title even if it directly translated into "City of Steel" so as to make the Japanese spelling of the title and it's roomaji equivalent available.
