There's this really handy help page under the header "Help" in the navigation column on the left of your screen. But to answer your question directly, the [[Help:Categories|rule of thumb]] is that a categories okay if there's at least seven pages for it. There's some leeway if, say, there's only three pages but there's more waiting to be made (currently with the Beast machines weapon category - there's definitely more than only four identifiable weapons in BM, but most articles haven't been written yet). Other reasons might be that the articles' nature might not lend themselves very well for naming other alike pages, so then less than seven articles get a page just because they have to be brought together some way (like the unproduced scripts category, though keep in mind that one has the potential to grow, which makes it more acceptable to exist. Another example would be many of the Unicron Trilogy categories containing only three entries relating to the three franchises). But for now, just stick to the seven rule.
