Cancer is a human and Decepticon Headmaster character in the Masterforce portion of the Generation 1 continuity.
The unfortunately named Cancer is heir to a secret Chinese single-blow killing technique called the Super Dragon Fist (超竜拳), which involves kicking the opponent to death. Yes, you read that right. This fist-kick is powerful enough to even knock the Pretender Gilmer off his feet.
Cancer is also a Headmaster Junior. His transtector is the counterpart to the American toy/character Squeezeplay.
