The Federation is an interstellar union that includes humans, Andorians, Vulcans, and various other species. They don't get along with their neighbors in the Klingon Empire.
Certain Federation vessels, such as USS Enterprise, belong to an organization known as Starfleet.

Star Trek vs. Transformers
The Federation operated a dilithium mine on Cygnus Seven, within their territory but near their border with the Klingons. The mine proved a tempting target, was eventually attacked by a Klingon warship under the command of Kuri, though the Federation facility had defenses that were able to fend off the vessel--fortunate, as they would soon prove to have other problems.
