Henkei! Henkei! Transformers (変形!ヘンケイ!トランスフォーマー, "Transform! Transform! Transformers") is the name of the Japanese version of the Classics toyline (and part of the 2008 Universe toyline). - Gentei! Gentei! Transformers (限定!ゲンテイ!トランスフォーマー, "Exclusive! Exclusive! Transformers") started as a Henkei! sub-line of exclusive limited-release toys, which ultimately lasted longer than the line that spawned it. And yes, it's a pun on "Henkei! Henkei!".
