Star Cloud is an Autobot Micromaster from the Zone portion of the Generation 1 continuity family.
You know he's friendly because his name sounds like a My Little Pony.

Zone Star Cloud is identical to the Decepticon Air Strike Patrol member Storm Cloud, transforming into a Dassault Rafale fighter jet. He was only available in a complete set with his teammates Nightflight, Whisper, and Windrim.
This mold was also used to make Skyhopper.

Siege Storm Cloud was repurposed as Star Cloud in the Legends comic.
Part of the first wave of Siege Micromasters, Storm Cloud transforms from a robot into a dimly-Cybertronian jet. He can also combine with his packmate Visper to form the "Circuitstream Spyblade," inspired by the Armada Dark Saber and Vorpal Saber. As a part of the C.O.M.B.A.T. System, their weapon mode can be attached to any toy with a 5 mm post-hole. "Fire Blasts" can also be attached to his hands or the back of his jet mode.
Due to his transformation, he has great articulation compared to his first-wave contemporaries.
Storm Cloud was repainted into Siege Slyhopper and Overair.
