- The Scorpion Soldiers are Predacon creations from the Beast Wars portion of the Generation 1 continuity family.
Quickstrike created a drone army composed of the Scorpion Soldiers and the Cobra Soldiers, by using his mutant blood to clone himself. They weren't very long-lived.

Beast Wars Metals comic
In an attempt to defeat the recently weakened Maximals (due to the recent demise of Optimus Primal), Quickstrike created a vast army of clone warriors. Said army reflected his Fuzor nature; while half of his warriors had scorpion alternate modes, the rest had cobras as beast modes. Although victory seemed assured at first, a newly resurrected Optimus Primal made short work of the entire army. Raise the Curtain for Beast Wars Metals!!

- You read that right, the Scorpion Soldiers were cloned from Quickstrike's blood... even though the cartoon specifically states that the beast warriors don't have any blood.... Guess something was lost in translation.
