High Councillor Traachon (formerly General Traachon) manages to fail at everything he's ever tried to do. Scarily, the Autobots made him their political leader, anyway.

General Traachon was the commander of Iacon's military forces. Despite Emirate Xaaron's wishes, Traachon refused to send peacekeeping forces to the Vos/Tarn conflict, and believed it'd be good for Iacon if both city-states destroyed each other. State Games
Later, with Iacon about to be overrun by the warrior remnants of those two states (whoops!), Traachon was High Councillor of the ruling Council of Autobot Elders; as High Councillor, he wielded veto power. Xaaron petitioned him to give control of the military to Optimus Prime instead of keeping it under Council control. Traachon agreed. And There Shall Come...a Leader!
