When General Renegar convinced the President of the United States to launch a nuclear strike on Cobra Island, they contacted Captain Exley's nuclear submarine and gave him the O.K. to fire several nukes. Captain Exley was sure to double-checked the order several times over before turning to Mr. Mitchell and telling him to fire the missiles. G.I. Joe vs. the Transformers #4
