Photon missiles are Cybertronian weapons of mass destruction that are usually wielded by city-states, though it is not unknown for a single Transformer to carry one.

As the population of Cybertron grew and the planet faced an unprecedented energy crisis, the reign of the Overlords was becoming untenable and the once-unified society began to fragment into a number of competing city-states, some of which possessed photon missiles as the "ultimate deterrent" against rival territories slipping into open war. After saboteurs from Vos destroyed a vital power plant in Tarn, the two city-states slipped into open war and simultaneously launched their photon missiles at each other, leading to the destruction of both. During the Autobot-Decepticon war Shockwave was ordered to take command of the newly conquered city state Tarn, whence he went on to conquer Vos. He quelled dissent in both cities by requesting Vos' Air Commanders photon missile strike Tarn, for which he claimed the Autobots were responsible, and then had a photon missile strike (of supposedly unknown origin) ordered on Vos, killing the Air Commanders whose true loyalty lay with Starscream.
