Scout Mouse is a Beastformer from the Generation 1 continuity family.

Scout Mouse (スカウトマウス Sukauto Mausu) holds the rank of Emperor of Gamborudia, under King Strong Hippo. This "special scout soldier" finds himself investigating the intense heatwaves plaguing Gamborudia Prairie, as well as fending off the advances of the Laser Beast army.

Scout Mouse is a small, soft-plastic figure of an anthropomorphic gray mouse in red high-tech armor and a blue digging shovel in place of a left hand, with a rubsign on his chest that reveals one of three symbols; Fire, Water or Wood. Or, well, "Powerhouse Mouse" is. The "Scout Mouse" toy technically does not exist.
Scout Mouse was never actually released in Takara's Beastformers line. While a few other Battle Beasts who were skipped during the Transformers: The Headmasters-branded part of Beastformers got released in the 1988 Transformers-less version of the line, Yellow Camelus and Scout Mouse were not... but they both appear on multiple Transformers-era catalogs and posters, as well as the big map of Beast packaged with the post-Transformers Beastformers. Weird.
Thus, the only way to get "Scout Mouse" is through the Hasbro Battle Beast line. He could be found randomly-packed in the standard two-packs, or randomly packed with the various vehicles and accessories in the Hasbro line. The initial releases use the "mood ring" style of rubsign, with a black outline of the symbol against a color-changing backdrop. Late in the Battle Beasts line, all of the Battle Beasts could have a new version of the rubsign that reveals a full-color symbol on a black backdrop. There are also a pair of widespread but minor variants to the figure: some have painted front teeth and others unpainted, plus the weapon's oval-shaped indent in the middle of the blade can also come in a shape that's more pointed on the ends. It is unknown how these variants line up with the rubsign variants and frankly we're disinclined to investigate that far.
