General Flagg is a human affiliate of G.I. Joe from the Generation 1 continuity family.

A high-ranking Army officer who even Hawk answers to, General Flagg has the unenviable job of riding herd on a rather rambunctious team of misfits. With such oddballs and threats like a land of talking snake-people to face, you need a straight-faced, serious man at the helm and the fact neither Cobra nor Decepticon have yet conquered America or its allies tells you that Flagg is pretty good at being that man. When things get pretty out there though, he is capable of pulling some quite dodgy moves to win.

Fiction

G.I. Joe vs. the Transformers

Following a Cobra attack on peace talks in Washington, D.C., General Flagg introduced Colonel Abernathy to Officer Faireborn and Sergeant Burnett, who would form the core of a new team codenamed G.I. Joe. G.I. Joe vs. the Transformers #1

Once the team was assembled, General Flagg attended a briefing wherein he, Hawk, Lady Jaye, and Flint attempted to make sense of the latest data concerning Cobra and their new toys. When it was learned that the team might just finally have an edge on the serpents, he personally took on the task of introducing Mercer, a Cobra defector, to the rest of the Joe team. G.I. As G.I. Joe assaulted Cobra Island in defiance of orders, Flagg listened in on a conversation between the President of the United States and some generals at the Pentagon, which resulted in the President giving the order to nuke the island. Flagg had time to radio Hawk and warn him. G.I. Joe vs. the Transformers #5 Hawk asked if there was anything Flagg could do to prevent the strike, but the matter was out of the general's control. Transformers vs. G.I. Joe

After Snake-Eyes was disfigured during a battle with Cobra, the ninja retreated into the wilderness. General Lawrence J. "Larry" Flagg went out to retrieve him when the looming threat of Cybertron became a concern. Whatever Flagg told Snake-Eyes was apparently not enough for the ninja to rejoin G.I. Joe, and so Flagg organized a "welcoming comittee" for the approaching planet's representatives without him. Knowing to stay cautious, however, he primed an orbital defense satellite to shoot a Coltonbolt down onto the aliens if they proved to be hostiles. Flagg also organized another mission that would begin while his first team met with the Cybertronians. This second team would be tasked with exploring Cybertron if its natives proved friendly, or invading the planet if they were hostile.

G.I. Joe's meeting with the Decepticons quickly spiraled out of control when Snake-Eyes showed up after all... to shoot Hawk as he was talking with the aliens. The countdown sequence for the Colton Bolt was initiated, and General Flagg rode away from the chaos on his "Bumblecycle." From a safe distance, Flagg looked on as the Colton Bolt roasted Soundwave, and declared:

Knowing that the Joe's orbital weapon would only catch the Cybertronians by surprise once, he informed Scarlett, leader of his away team, that the aliens were their enemies, as they had anticipated, and that the Joes were now officially at war with Cybertron. I Saw Three Ships

Flagg sent Scarlett and the bulk of the G.I. Joe forces off-planet to take the offensive in the inter-planetary conflict. When he next checked in on his away team, he caught Scarlett in the middle of a fire-fight with the Decepticons. She informed General Flagg that the Joes's deployment timetable had been stepped up due to complications. Targetmasters

A Real American Strongman

Aboard the USS Flagg, General Flagg took part in General Hawk's mock-funeral, an elaborate set-up meant to draw Cobra into the open. The plan worked, though the Joes were faced with not only their human enemies, but the combined might of the Decepticobra alliance! Not wanting Hawk to grab all of the glory, Flagg fetched his "Bumblecycle" and transformed it into its offensive configuration to join the fray in full force. After a hard-fought battle, the Joes were able to repel their opponents. Afterwards, Flagg led Doctor Venom to the remains of Soundwave, who had been slain by the Coltonbolt. Though the Doctor had proven that he was sincere in his wish to join G.I. Joe, Flagg still did not trust the former Cobra agent. Nonetheless, Cobra currently had the advantage with Cybertronian allies, and so Flagg ordered Venom to convert Soundwave's corpse into a usable weapon for G.I. Joe. Funeral for a Friend He then check in on Scarlett's away team, unaware that he interrupted what might have been a tender moment between her and Snake-Eyes in the process. He had more important things to worry about though...Everybody Hates Metroplex Namely, his superiors' ongoing refusal to actually DO anything about Cybetron approaching Earth. The committee telling Flagg that G.I. Joe was being replaced by a "private contractor" was the last straw. Realizing that the "Jugglers" did not represent Earth's best interest, Flagg began gunning them down, calling for a G.I. Joe takeover of the world! In retaliation, the committee sent out GIJONIN ninjas (the aforementioned contractors) to take him out. Flagg took on these "rent-a-ninjas" single-handed, even as the battle spilled outside into a bigger brawl between Autobots, Decepticons, Cobra troops and elder gods. Expelled from the Garden

Meanwhile, on Cybertron, Scarlett was captured by enemy agents. Though Decepticobra tried to brainwash her into thinking that none of her adventures had ever happened, she managed to hold on to the truth. She wound up not being able to report back to Flagg for a while though, leading him to (almost) worry about his away team. When Scarlett finally jump-started the subspace communicator implanted in her head and resumed contact with Flagg, he ordered her to bust her team out of the mind-trap she was in immediately, even if it meant passing up the opportunity to acquire valuable intel. When Hawk, Lady Jaye, and Flash learned that Flagg had overthrown the President of the United States to take command of the country himself, they stormed the White House to arrest him. But Flagg convinced them that while he was in charge, Earth had a better chance of surviving its ongoing conflict with Cybertron. He then led out the trio to find Omega Supreme, disguised on their planet as "Highway Ω". While the Joes were fighting Starscream and Viper atop of the highway, it transformed and brought them to Cybertron. There, Flagg and his troops began their search for their allies, encountering aggressive Decepticon Pretenders on the way. Pax Megatronus
