Duplicator? I just met 'er!

It doesn't say. The matter duplicator is just said to have "never worked". No mention is made of HOW it worked. Or why it didn't work until now. It's not even given a "Checkov's Gun" setup... it is ONLY ever discussed in reference to ONLY creating more Corrostop for this immediate crisis.
