The garage owner is a human from the Super-God Masterforce portion of the Generation 1 continuity family.
You can't cheat an honest man, unless you're Ginrai.

The owner of the <a href="http://en.wikipedia.org/wiki/Esso" class="extiw" title="wikipedia:Esso">Esso</a> station is an old hand at trucks. When one is dead he'll say so, not charge for repairs that won't make a difference. His scrupulous honesty compels him to tell Ginrai that the last truck on the lot is rumored to be haunted, and several renters have returned it early as a result.

This doesn't stop Ginrai (who's wildly pleased with the truck) from feigning a lack of interest to get him to lower the price. A Hero is Chosen - His Name is Ginrai


The bizarre chain of events which caused Ginrai's Transtector to end up in an Esso garage remains a mystery.
