Mayor Burns is top dog in Marine City and administers the city from his office high atop Marine Tower. He has the only video-phone in the world which only broadcasts still images.

During a strange oil shortage, he put out an emergency call to a neighboring state to send an oil tanker. Unbeknownst to him, the Decepticons had stolen all of Marine City's oil to force this course of action, so that they'd have the opportunity to steal the oil tanker. As the tanker "Big Baron" was dispatched, the Mayor received a phone call from Drillhorn, threatening to destroy the city if the Decepticons weren't allowed to take the tanker.
Mayor Burns immediately contacted Star Saber for help, and Wingwaver confirmed that the Brainmasters had learned from the Dinoforce that there was a neutron bomb planted somewhere in the city. At Star Saber's suggestion, the Mayor organised an evacuation of the city. Tanker Hijack Operation
