Hydra and Buster are humans and Decepticon Godmasters in the Masterforce portion of the Generation 1 continuity family.

Hydra and Buster are human brothers (Hydra being the elder) who joined the Decepticons as Godmasters. They've got this kinda creepy-sexual thing going on. And they're never apart.
