The Remote Control Circuit Linker was a piece of electronic circuit created by the Decepticons. It was used to link various vehicles to one another and a central computer.

The Transformers cartoon
Megatron used this piece of technology to link all machines to TORQ III allowing the computer intelligence to control vehicles that were normally beyond its influence. When the Autobots fought a bunch of TORQ-controlled machines at Quantum Laboratories, Sparkplug found one of the Circuit Linkers on a damaged machine. Optimus Prime used the disabled card to trick TORQ III, allowing him to get close enough to forcibly disrupt the computer with a punch. The Decepticons had meanwhile placed the Circuit Linkers on the world's fleet of oil tankers, using TORQ to force them to an oil platform where they could be pillaged. Though TORQ was disabled, Megatron had a backup controller for the Circuit Linkers, and used that to continue to bring in the oil tankers. The Autobots had to storm the oil platform and destroy the backup controller in order to free the oil tankers. Day of the Machines
