Dr. Powell is a human from the Bumblebee portion of the movie continuity family.
We have to be kind to the aliens. Maybe kiss them. For science.

Dr. Powell is really enthusiastic about getting the chance to work with honest-to-god aliens. So enthusiastic, in fact, that he doesn't stop to consider that the aliens in question might not have Earth's best interests in mind.

He's a weird guy, you ever notice that about Powell?{{#if:|{{{quote2}}}}}{{#if:Jack Burns|Jack Burns{{#if:|, {{{3}}}|}}|}}

Dr. Powell was part of Agent Burns's Sector Seven force which intercepted Shatter and Dropkick in Texas. Despite Burns not trusting the Decepticons' story that they were peacekeepers tracking down a dangerous criminal, Powell invited them back to Sector Seven's Hoover Dam base. There, he managed to persuade General Whalen to allow the pair access to Sector Seven's equipment, which they promised to upgrade with their own tech in order to track down B-127. Powell narrated in awe as Shatter and Dropkick used the telephone network to create an interconnected global network.

The new network eventually hit paydirt, locating Bumblebee's Energon signature, and Powell accompanied Agent Burns on a trip to Brighton Falls. He was present at McKinnon Air Base, and as Shatter and Dropkick interrogated the captive Bumblebee, it slowly dawned on him that the Decepticons were not the benevolent peacekeepers they claimed to be. He used his radio to successfully warn Agent Burns that the Decepticons intended to bring an army to Earth, moments before Dropkick killed him. Bumblebee
