With Scrap-Iron cornering him, Matt Trakker activates a device on his wrist, remotely activating a 1980s Camaro, leading Scrap-Iron out of the racetrack and into the city streets. Scrap-Iron fires missiles at Matt from his truck, but Matt activates a device in his car that redirects the missiles back at his opponent. However, Matt then sees a group of children playing in the street in front of him, forcing him to slam on the brakes and allowing Scrap-Iron to catch up. Fortunately, Matt is saved by the arrival of Duke and Clutch, t-boning Scrap-Iron's truck with Hound. Scrap-Iron boasts that he'll take them all on, but when Hound transforms, he quickly changes his tune and drives off, saying Mayhem doesn't pay him enough for this. Clutch asks if they should go after him, but Duke is concerned that if they do, they won't be able to find Trakker again. Matt angrily reminds Clutch that he didn't want to be found, but he agrees to help fix Hound's transponder as thanks for the Joes saving his life. Duke offers Trakker a place in G.I. Joe, but Trakker declines, deciding it's time for him to stop running and confront Miles Mayhem head on.
With his transponder repaired, Hound is able to contact Optimus Prime, who agrees to meet Duke at a neutral location. However, when the Joes arrive, they discover that Optimus is Prime no longer, much to Hound's shock. Optimus informs Hound about the Matrix of Leadership choosing Elita-1 to lead the war back on Cybertron while he remains behind on Earth to defend it from Megatron and the Decepticons. Duke then interrupts to inquire about Starscream, only for Optimus to inform him that Starscream is dead.
This revelation, and the realization that his quest for revenge can never actually be resolved, shatters Duke's composure, and he stumbles off to be alone. Clutch goes to talk to him, but Optimus volunteers instead. Duke tells Optimus about his obsession with killing the Transformers, and while Optimus initially thinks he is sharing his fear about losing himself in war, Duke clarifies that he wants Optimus to know just how ready he is to take down the Cybertronians — regardless of faction — should it come to it. Optimus understands, and warns him that he would do the same for his team. The two ultimately come to an alliance, with Duke informing Optimus about the threat of Cobra and Cobra Commander's own obsession with the Transformers. Hound asks Optimus what his orders are, but Optimus tells him that he is no longer his superior officer, so the choice is his: rejoin the Autobots or remain with G.I. Joe. Hound chooses the latter, and Optimus leaves him a portion of Energon. As Optimus and the Joes roll out, Clutch receives a message from "Hawk", angry that the two took off without telling him. When Clutch asks if they're going to tell their C.O. about their new friend, Duke decides they should just keep this meeting to themselves.
In Japan, Cover Girl meets with Snow Job to discuss the ongoing mission of Shana "Scarlett" O'Hara to infiltrate the Arashikage ninja clan, including their encounter with Cobra when the ruthless terrorist organization tried to steal the Energon-powered Sword of Life. Snow Job has tried to contact Scarlett to tell her to come home, but she's ignored his messages. With Hawk suspecting the sword's true nature, he's sent Cover Girl with new orders: Scarlett is to return within 24 hours, or she will be branded a traitor and enemy of the state!
"If you’re lying... if you betray me or anyone on my team, try to pull some alien b.s. ... I will not hesitate to use everything I have to destroy you."
"If it were to ever come to that... I would fear for your safety."
Duke recalls when Scrap-Iron shot him down above the M.A.R.S. facility in Colorado back in Duke#4.
Matt confirms he did indeed work for Shadow Watch, properly introduced in Transformers#25, which is where he first became familiar with Cybertronian technology.
This issue takes place after the events of Transformers #30 wherein Optimus Prime relinquished the Matrix to Elita-1. We see a flashback to the scene in question as Optimus tells Hound about it.
However, in a notable error, Optimus' Autobot insignia isn’t scratched off as it should be, as Elita Prime commanded that any Autobot that stayed with Optimus would no longer be Autobots.
Starscream died during the events of Transformers #24, sacrificing his life in a final act of independence from Megatron. We see a flashback to his body falling from the top of the Chicago skyscraper when Optimus tells Duke he died.
Duke tells Optimus about his suspicions that Cobra Commander experimented on one of the Cybertronians, and Optimus notes that it was not one of the Autobots. Of course, readers already know all about the snake's time in with Megatron in Cobra-La, as seen in the Cobra Commander miniseries.
Optimus gives Hound some of the Energon he received from General Flagg back in Transformers #25.
It’s a good thing Duke is choosing to keep his alliance with Optimus secret from Hawk, as unbeknownst to him, "Hawk" is secretly Zartan in disguise (as revealed in issue #17). This also accounts for why he’s being so ruthless with regards to Scarlett’s mission status.
The "Pit’s Garage" hat Cover Girl is wearing when she meets Snow Job in Japan is based on the hat included with her G.I. Joe Classified Series Retro release.
On page 12, panel 3, Optimus' recap of the events of Transformers #30 is written "The Matrix choose Elita-1" when it should be "The Matrix chose Elita-1".
