The mayor is a human from the cartoon portion of the Generation 1 continuity family.
"Do you mind?! I am just trying to have a quiet meal with my secret other family!"

The mayor is the duly elected leader of Central City. He easily mixes up his speeches.

The mayor won the bitterly contested 1984 election against his rival, the influential businessman Shawn Berger. Berger subsequently built the city a solar energy plant and the mayor hosted the opening ceremony, only to discover that the plant was a fake designed to trap the Decepticons when they came to steal its power. The furious mayor called for the Autobots, who promptly arrived and took over where Berger's forces had failed. Pleased, the mayor announced Autobot Day, and received Optimus Prime and his men at City Hall. The mayor's speech was interrupted by the playing of a video tape appearing to show the Autobots raiding an oil field. Although the Autobots returned to their headquarters, the mayor soon arrived with armed forces to arrest them all. After a judge ruled that the Autobots were to be banished from Earth, the mayor attended the launching of Berger's spacecraft that carried the Autobots into space. Megatron's Master Plan, Part 1

Spike Witwicky had meanwhile located video evidence of the Autobots' innocence, and took it to the mayor who realized the mistake they'd made. They went to where Megatron was holding a press conference, intending to unmask the Decepticons, only to find the Decepticons had shown their true colors. With the city now under Decepticon rule, the mayor was put to work as a slave in the power plant, along with Berger and Witwicky, and wryly observed that the Decepticons had given Berger what he deserved. Fortunately for all concerned, the Autobots managed to return from their space jaunt and liberate everyone, after which the mayor asked them to stay on Earth and Berger got to face the music.
