The dilithium rich world of Cygnus Seven was noted to be close to the Klingon border, Prime's Directive, Part One which made its rightful ownership a subject of debate between the Federation and Klingons. Prime's Directive, Part Two Prime's Directive, Part Five

After stealing himself a supply of dilithium, Starscream abandoned Cygnus Seven and decided to conquer the Klingon homeworld of Kronos, the trip taking him across the Neutral Zone, with the Decepticons aboard Trypticon, Prime's Directive, Part Four along with the Autobots and Enterprise crew following. These movements across the Zone were detected by the Klingon High Council with Chancellor Gorkon viewing them as an open act of total war by Starfleet before the Transformers revealed themselves.
