However, the layout of the figures in the packaging nominally puts Vortex as his right arm, Brawl as his left arm, Swindle as his left leg, and Blast Off as his right leg. And because his limbs are all interchangeable, you can have it either way!  Or neither way!

Bruticus Maximus is a Decepticon in the Revenge of the Fallen portion of the movie continuity family.

Bruticus Maximus is the terrible and mighty combination of the five Combaticons. One of the strongest Decepticons ever constructed, he can blow away Autobots with his fireblast and sheer brute force, filled with the courage to slaughter his opponents unflinchingly. On the downside, he's also both dumb and slow, carrying a considerably low rank for someone of his stature and potential. But, this doesn't change the fact that few can stand up to his strength and nigh-impenetrable armor.[1] He is made up of:

Bruticus Maximus is a redeco of the Energon Bruticus Maximus/Destruction Team toys. This redeco appears to be inspired by Bruticus’ G1 cartoon colors. He is composed of his five team members, with Onslaught forming his central body component while universal connection points allow the other four to serve as any arm or leg (with their Energon weapons forming hands and/or feet). He can also swap limbs with any other Energon combiner team molds. Bruticus Maximus was exclusively available at Target stores in the USA and at Zellers stores in Canada, and his components were not available separately, only in a combiner five-pack.
Like Superion, this toy was originally intended to be released as part of the 2008 Universe line as Generation 1 Bruticus Maximus, but was ultimately only released in Universe packaging on non-US markets such as Singapore and Australia, whereas the USA and Canada got the toy in Revenge of the Fallen packaging instead. It would later on be redecoed into United Bruticus Maximus.
