Busby is a failed Autobot from the Robo-Capers portion of the Generation 1 continuity family.

Busby is a Transformer who wasn't quite cut out to be an Autobot. He transforms into a red single-decker bus.

Busby was dropped from the ranks of the Autobots over issues of unpunctuality, and because his colleagues mistrusted him. Robo-Capers issue 88

Though Busby was the first Transformer with a London bus alt-mode, he would not be the last.
