Cairo (not Memphis) is the capital city of Egypt. It stands within sight of several ancient ruins, such as the Pyramids. Inside the city are police officers, lots of mosques, and Devastator.

Fiction

The Headmasters cartoon

As part of a Decepticon plot to destroy Earth, a Death Tower emerged in the ruins near Cairo. The Autobots, who had predicted its emergence, arrived to fight the Decepticons there, but the Decepticons took the battle to the North Pole. The Final Showdown on Earth (Part 2)

IDW movie comics

While making their way to Petra, Bumblebee, carrying Sam Witwicky, Mikaela Banes, Leo Spitz, and Seymour Simmons, was chased by a group of police cars through the streets of Cairo. He managed to successfully evade them. Revenge of the Fallen #3

Autobot campaign

The Tomb of the Primes was located in a set of ruins outside Cairo. While Sam Witwicky went looking in the Tomb, Optimus Prime and Jetfire defended Sam and the Tomb from Megatron and Starscream, a battle which cost Jetfire his spark. Dying, Jetfire instructed Sam to tell Optimus to use his parts for the battle with The Fallen.

Later, Cairo had the misfortune to be the place where the Decepticons set Devastator loose. Fortunately, Devastator's intellectual abilities are severely hampered, and he spent his time walking around a single city block. Unfortunately, NEST decided that the best Autobot to assist them in defending Cairo from the largest Decepticon was Bumblebee, the self-styled smallest Autobot. Despite the massive difference in size, Bumblebee rose to the task and defeated Devastator. Revenge of the Fallen (Xbox 360/PS3/PC)

In the game itself, it is possible to play the two separate missions as any Autobot after performing a certain feat, but the initial choices for the ruins and Cairo itself are Optimus and Bumblebee, respectively
Decepticon campaign

Megatron journeyed to the Tomb of the Primes on the orders of The Fallen, but ran into a large number of Protectobot drones, as well as Bumblebee and the traitor Jetfire. After a protracted battle, Megatron defeated all who stood against him.

Long Haul was sent to Cairo itself to destroy the human/Autobot superweapon, the Axiom Gun, which was attacking Decepticon forces near the Great Pyramid of Giza. Revenge of the Fallen (Xbox 360/PS3/PC)
