Oil Pan is a Decepticon from the live-action film series continuity family (via the 2010 Transformers toyline).

The slippery Oil Pan is a master of not getting himself caught. He uses human traffic to his advantage, knowing the Autobots are reluctant to open fire and risk the safety of innocents. Transformers (2010)

Part of the second wave of 2010's gold-packaging Transformers Scout Class figures, Oil Pan is an orange redeco of Revenge of the Fallen Brakedown, transforming into a sports car loosely based on a Lamborghini Gallardo.
This mold was also used to make Generations GDO Dead End.

Oil Pan's Speed Stars Stealth Force Mini Changers toy would have been a redeco of Stealth Force Mini Changer Crumplezone, a non-transforming car with flip-out non-firing weapons in his doors. He would have come packaged with Bulkhead, but like many other Speed Stars toys, this two-pack was ultimately never released.
