- Outil is a Cobra member from the Transformers Roleplaying Game portion of the Generation 1 continuity family.
The unfortunately-named Outil is a French-speaking Cobra Techno-Viper.

Transformers Roleplaying Game
Outil frequently felt like an outcast due to his Francophone origins. He jumped on an opportunity to deploy to France, in the hopes that it would give him the opportunity to put his mother tongue to work, but was quickly overwhelmed by the prospect of constructing a transforming drone soldier sourced from Cybertronian schematics. When a group of G.I. Joe and Autobot heroes crashed their hidden cybernetics laboratory, he and Dr. Biggles-Jones wound up facing off against them. Cobra/Con Fusion
