:It's just the stock photography that shows the legs that way: it's not really clear, but steps 14, 15 and 16 in the instructions show you the proper way to work the hips. Beast Wars Reference?

Perhaps I am in folly here, but during the final battle, right after he shields himself from enemy fire and before Jetfire Slaughters him, he seems to pull a triple-barreled cannon from his nethers, which he fires once.
